A Quezon City court’s arrest warrant against Vice President Sara Duterte has no bearing on the ongoing impeachment proceedings against her, Senate President Win Gatchalian said Sunday. Gatchalian explained that the Quezon City Regional Trial Court and the Senate impeachment court operate under different proceedings, with the former determining criminal liability and the latter determining political accountability and fitness for public office. Escudero reminded both the prosecution and defence to observe the impeachment court’s sub judice rule, warning that violations could lead to sanctions. The ruling came after prosecution counsel Amando Ligutan appeared before the court to explain a Facebook post that the defence claimed commented on the proceedings. Under Rule 18 of the impeachment court’s rules, a first violation could result in a public reprimand and stern admonition, while subsequent violations could carry a fine of up to ₱30,000 and, when warranted, restrictions on a lawyer’s participation in the proceedings.
